We are a small, dynamic consulting team based in Minnesota that has been providing radio system consulting and project management services to public safety clients for many years.  

Rey Freeman, the (now previous) owner and primary consultant at RFCC, launched the company in 2013, after working at GeoComm (St. Cloud, MN) as their primary radio systems consultant and project manager from 2000 through 2013.  In 2013 GeoComm changed ownership and disbanded their consulting group, which afforded Rey the opportunity to start anew, serving the many public safety agencies needing radio system planning and improvement services. 

As of January 2023 RFCC is now under the ownership of Dave Pieczynski. Dave joined RFCC in early 2022, after working as a radio network engineer at Motorola for 26 years. 

Mr. Freeman has over 40 years of experience in the public safety radio communications industry.  In his career Rey and his associates have successfully managed the planning, development and installation of over 100 public safety radio communications systems throughout the upper Midwest area, as well as other areas of the U.S. They have experienced the vast technology changes over the past decades in public safety radio communications, He and his associates were actively involved with the State of Minnesota 800 MHz ARMER Trunked system statewide network, and created and delivered ARMER Participation Plans for many agencies in Minnesota, We are now working with agencies in Iowa as they migrate from individual VHF systems to shared 700/800 MHz systems such as ISICS and the RACOM SARA networks. 

Our work has frequently involved the upgrades of dispatch centers, including furniture, facility, space planning, 9-1-1 telephone systems, as well as tower site development to support these expanded radio systems. 

Other RFCC consultants work as associates, assisting with customer projects as needed, dependent on the scope and area of responsibility. 

Rey Freeman

Rey launched RFCC in 2013 after 13 years with GeoComm as the primary radio systems consultant and project manager. He has over 40 years experience in the field of Land Mobile and Public Safety radio networks, specializing in all system types including Low Band, VHF, UHF, and 700/800 MHz Trunked, analog and P25. 

From 1998 to 2000 he managed land mobile radio and in-flight data systems for  Northwest Airlines at their world headquarters in Minneapolis, and implemented the first 800 MHz Trunked systems at the MSP and DTW airports. 

Before his work at Northwest, he was the 9-1-1 Supervisor for the City of Richfield Minnesota. His career began with Motorola as a technician and installation supervisor in St. Paul, Minnesota. 

When not chasing electrons and looking up at towers he can be found working on classic cars, playing guitar in a Surf band, and teaching his grandchildren how to have fun. 

Dave Pieczynski

Owner, Principal Consultant and Engineer

Dave is the new owner of RFCC, and a licensed Professional Engineer (Electrical) in Minnesota. He graduated with a BSEE from the University of Illinois Urbana-Champaign.
Dave spent 26 years as a field engineer with Motorola Solutions designing, proposing and implementing two-way Land Mobile Radio systems throughout the country. This included large Project 25 trunked radios systems in the Pacific Northwest and Upper Midwest as well as smaller conventional and dispatch console projects.

After many years working with the public safety community to meet their radio and dispatch needs, Dave took a more hands-on approach and joined the Eden Prairie MN fire department in 2013, where he currently serves as a part time firefighter (FF1, FF2, EMT).
Dave’s unique combined background as a vendor engineer and a first responder makes him uniquely qualified to support your organization’s communication needs.

In his spare time, Dave likes to travel, fish (sometimes), golf (terribly), watch the Chicago Cubs’ continuing attempts to be better next year, and search for Margaritaville.

Mike Mazzitello

MPS Associate Consultant

Mike is the owner and principle of MPS, a consulting and project management firm based in western Wisconsin. Mike teams up with Rey on specific projects as required. He has 40 years of experience in Land Mobile and Public Safety radio systems, working with all types including VHF, UHF, 700/800 MHz Trunked, analog and P25 digital.  

Mike launched MPS (Mazzitello Professional Services) in 2012, after spending 11 years with GeoComm as a radio systems consultant and project manager. 

From 1987 to 2001 he managed land mobile radio networks for Northern States Power (now Xcel Energy). 

Prior to his work at NSP/Xcel, he worked as a technician and systems specialist  at Motorola in St. Paul, MN. Mike and Rey installed the first Motorola 800 MHz Trunked System in Minnesota in the late 1970's. 

Mike enjoys country life, trains, tractors and time spent with family and grandchildren during his non-working hours. 

Dave Theis

Technical Consultant

Dave is a recently-retired Senior Systems Technologist with Motorola Solutions. He  worked with Motorola for 37 years serving in many roles including FTR, Systems Integration Manager, Systems Engineer, and Systems Technologist (ST). In his most recent role as an ST Dave was responsible for integrating local, regional, and statewide communications system solutions for public safety users and utility customers throughout the United States.  

He has been the primary Motorola ST for MN ARMER since the system's inception in 2003, and was also the ST for the South Dakota Statewide Radio system, the ORION system in Nebraska and many other ASTRO P25 systems. Dave has provided radio subscriber, console, System Administrator and network training to service shops as well as customers. 

His other work-related history includes 8 years in the USAF, 5 years with Northwestern Bell, and Motorola. He is CompTIA certified in networks, desktop hardware, and network security. 

When away from work Dave enjoys fishing, golfing, camping and other outdoor activities.
